Low-vacancy markets like Saltillo and Aguascalientes require planning further ahead — build-to-suit options or pre-commitments before construction completes. Utility lead times deserve the same scrutiny as utility costs. A site with adequate capacity on paper may require months of permitting and construction to deliver a transformer, a gas connection, or a wastewater treatment upgrade. Build these lead times into your project schedule explicitly.
